Families of two Huntington Beach drowning victims say the city is to blame for not having enough lifeguards on duty and failing to warm swimmers about dangerous conditions, according to a news report.
Shao Moua, 20, and Johnshua Lee, 24, both of Banning, drowned on August 28, 2010, when they went swimming and were knocked down by a rip current near Tower 3 on Huntington City Beach. Witnesses had reported that four men were caught in the current; one swam to safety, another was rescued by lifeguards from the tower on the pier, and two drowned.
The families of Moua and Lee have filed a claim against the city, saying that there were not enough lifeguards on duty that day, the city was negligent in its training of the lifeguards and the city failed to warn of dangerous beach conditions.
