The Orange County Sheriff’s Harbor Patrol said the accident occurred after the victim, later identified as Mansoor Roshan, was attempting to climb aboard a larger double-decker boat using a swim step. The unidentified driver of the boat backed it up in an attempt to help Roshan climb aboard and Roshan was lacerated by the boat’s propeller.
The victim was pronounced dead at the Coast Guard dock by Newport Beach Fire Department paramedics. Investigators said that it did not appear that alcohol was a factor in the fatal accident.
